دشمن کے لیےگیدڑ ، عوام کے لیے شیر

شیر نے ایک بار پھر تین انسانوں کا لہو پی لیا۔ تین گھر اجڑ گئے۔ تین آنگنوں میں صف ماتم بچھ گئی۔ شیر کی پیاس مگر جوان ہے۔ اندھیر نگری میں چوپٹ راج ہے۔ کوئی نہیں جانتا کہ شیر ابھی کتنے انسانوں کا خون پیے گا۔

اس وقت ہمارے ملک میں ایک جمہوری حکومت ہے۔ احتجاج ایک آئینی حق ہے۔ پی آئی اے کے ملازمین نجکاری کے خلاف احتجاج کر رہے تھے۔ یہ احتجاج ایک سانحے میں بدل گیا۔ اچانک فائرنگ ہوئی۔ تین انسان زندگی کی بازی ہار گئے۔ رینجرز کا کہنا ہے کہ انہوں نے گولی نہیں چلائی۔ پولیس کا بھی یہی موقف ہے۔ کہیں کوئی گلو بٹ اپنا کام تو نہیں دکھا گیا؟

سانحہ ماڈل ٹاون یاد کیجیے۔ اس قتل عام سے چند دن پہلے خواجہ سعد رفیق نے کہا تھا کہ پورا انتظام کر لیا گیا ہے۔ طاہر القادری کا ایسا استقبال ہو گا کہ وہ ہمیشہ یاد رکھیں گے۔ 17 اگست 2014 کو خون کی ہولی کھیلی گئی۔ خواجہ صاحب ٹھیک کہتے تھے ۔ قومی تاریخ کا یہ سیاہ دن قادری صاحب تو کیا قوم بھی ہمیشہ یاد رکھے گی۔ اس پر لطیفہ یہ کہ گاڑیوں کے شیشے توڑنے والا گلو بٹ جیل میں بیٹھا ہے مگر 14 انسانوں کا قاتل نا معلوم۔

یہی کہانی ایک بار پھر دہرائی گئی۔ ایک دن پہلے وفاقی وزیر اطلاعات پرویز رشید نے کہا تھا کہ احتجاج کرنے والوں کے پر کاٹ دیں گے۔ ان کے ساتھ وہی سلوک ہو گا جو دشمن کے ساتھ کیا جاتا ہے۔ یہ وہی پرویز رشید ہیں جو مشرف دور میں مسکینوں کے امام بنے پھرتے تھے۔ آج فرعون کی بنے پھرتے ہیں۔

پاکستان کے دورے پر آئے ہوئےنواز شریف سخت غصے میں ہیں۔ تین لاشیں گرنے کے بعد بھی ان کا غصہ کم نہیں ہوا۔ فرماتے ہیں جو ملازمین احتجاج کریں گے انہیں جیل بھیج دیا جائے گا۔ میاں صاحب کا انتخابی نشان شیر ہے۔ شیر ایک درندہ ہے۔ درندے سے رحم کی امید نہیں کی جا سکتی۔ مگر میاں صاحب کے غصے کی اصل وجہ کیا ہے؟

یہ وہی نواز شریف ہیں جو جیل برداشت نہ کر سکے۔ مچھروں کا رونا روتے رہے۔ چوری چوری معاہدہ کیا۔ جدہ بھاگ گئے۔ وہاں بیٹھ کر جمہوریت کی قوالی کرتے رہے۔ یہ وہی نواز شریف ہیں جو نریند مودی کے سامنے بھیگی بلی بن جاتے ہیں۔ دہلی سے بلاوا آئے تو سر کے بل جاتے ہیں۔ کشمیر کا نام بھی نہیں لیتے۔ اوبامہ کے سامنے زبان گنگ ہو جاتی ہے۔ طالبان کے آگے گھٹنے ٹیک دیتے ہیں۔ دشمن کے سامنے گیدڑ مگر عوام کے لیے شیر

پی آئی کی نجکاری ایک طرف، سوال یہ ہے کہ میاں صاحب کو اتنی جلدی کیا ہے؟ ایک طرف ان کے سمدھی ہیں، پاکستان کے منشی اعظم، جو کشکول تھامے نگری نگری گھومتے ہیں اور قرضے پر قرضہ لیے جا رہے ہیں۔ دوسری طرف میاں صاحب ہیں، جنہیں یہ فکر لاحق رہتی ہے کہ ہر اثاثہ بیچ دیا جائے۔ سوچنے کی بات یہ ہے کہ میاں صاحب کا اصل مشن کیا ہے؟

میاں صاحب نے ہمیں یہ تو بتا دیا کہ پی آئی اے کو روزانہ 10 کروڑ خسارہ ہو رہا ہے مگر یہ نہیں بتایا کہ میٹرو بس پر روزانہ کتنا خسارہ ہو رہا ہے۔ جب اورنج ٹرین چلے گی تو یومیہ سرکاری خزانے سے کتنا روپیہ برباد ہو گا۔ میاں صاحب کو اس بات کا بھی پتہ نہیں چلا کہ پی آئی میں احتجاج کی شروعات کے پس منظر میں ان کے اپنے وزیر شاہد خاقان عباسی نےاپنی ایر لائن ائر بلو کے کرایوں میں تین سو گنا اضافہ کر دیا۔  

اس وقت یہ بھی کہا جا رہا ہے کہ کراچی میں تین انسانوں کا لہو بہا کر سندھ رینجرز کو بدنام کرنے کی کوشش کی گئی ہے۔ اگر واقعی ایسا ہے تو اپنی سیاسی اشرافیہ سے خیر کی توقع بھی گناہ کبیرہ ہو گا۔ اگر جمہوری حکومت کو اپنی بنیادیں مضبوط کرنے کے لیے عوام کے لہو کی ضرورت ہے تو جمہوریت کی قوالی کرنے کی کیا ضرورت۔ آخر دشمن کے لیے گیدڑ اور اپنے لیے شیر کون پالتا ہے؟

Ch. Muhammad Tufail killed in Gujrat, assailants still unknown, was it a political assassination?

Ch Muhammad Tufail was an important political figure of PML-Q Gujrat. He was the General Secretary and the member of Central Working Committee. He was a veteran politician and knew local and national political dynamics.

Ch. Muhammad Tufail was killed on  9 September 2013 in Gujrat by unknown assailants, who showered bullets on his car. He received several shots and was dead on the spot. No need for medical help. This accident happened almost 7 months before the general elections of 2013.

The timing of the event suggests, as does the fact that the assailants are still unknown, indicates that it could possibly be a political assassination. The question is if his murderers are ever to be caught by police?

In his column, Mr Chaudhry grumbled over the verbal abuse by PIT’s supporters and sympathizers only due to his unbiased and impartial analyses. In this Open Letter To Javed Chaudhry, the author of the letter tried to reply some of the questions put forward by Javed Chaudhry and see if he has really been impartial and unbiased over the recent years.

السلام علیکم و رحمتہ اللہ

آپ کا کالم ، عمران خان کے لیے، نظر سے گذرا۔ اس تحریر نے آپ نے عمران خان کے خوب لتے لیے۔ خان صاحب کے حلقہ ارادت میں شامل ہونے سے لے کر خان صاحب سے وابستہ توقعات کے ٹوٹنے تک کے سفر کو بہت تفصیل سے بیان کیا۔ آخر میں آپ نے قارئین کو گالیاں دینے کی دعوت دی۔ کسی کو اختلاف رائے کی بنیاد پر گالیاں دینا ایک غلط عمل ہے۔ آپ نے ایک غلط عمل کی حوصلہ افزائی اور سہولت فراہم کرنے کی خاطر دو عدد موبائل نمبرز بھی فراہم کر دئیے۔ جزاک اللہ۔ تاہم میرا مشاہدہ یہ ہے کہ میڈیا سے وابستہ لوگوں کے لیے گالیاں اور تعریفیں دونوں ہی فائدہ مند ہوتی ہیں اور ریٹنگ بڑھانے کا باعث بنتی ہیں۔ لیکن مجھے یقین ہے کہ آپ کا مطمح نظر ہر گز یہ نہیں ہو گا۔ 

سب سے پہلے تو یہ اعتراف کہ میں آپ کے کالموں پر باقاعدگی سے نظر ڈالنے کی کوشش کرتا ہوں۔ میں یہ تسلیم کرتا ہوں کہ آپ مبالغہ آرائی کے فن کے شہنشاہ ہیں ۔ آپ مبالغہ آرائی کو بھی مبالغہ آرائی کی آخری انتہا تک پہنچا دیتے ہیں۔ آپ  رائی کو پہاڑ نہیں بلکہ سلسلہ کوہ ہمالیہ بنا دیتے ہیں۔ تاہم یہ اعتراف بھی ہے کہ رائی کا وہ ذرہ جس پر آپ کوہ ہمالیہ کی بناد رکھتے ہیں اکثر اوقات باسیدہ اوقات میں ہوا کا تازہ جھونکا ثابت ہوتا ہے۔ اس میں سیکھنے کے لیے کچھ نہ کچھ ضرور ہوتا ہے

اب بات کرتے ہیں عمران خان صاحب کے حلقہ ارادت میں آپ کی شمولیت کی۔ میں آپ کی اس بات پر یقین کرنا چاہتا ہوں۔ مگر کیا کیجیے کہ میں آپ کا ایک انٹرویو نہیں بھول سکتا۔ اس نشست میں وزیر اعلیٰ پنجاب آپ کے مہمان تھے۔ صحیح ترین الفاظ میں آپ میاں صاحب کے مہمان لگ رہے تھے۔ آپ وہ انٹرویو دوبارہ دیکھ سکتے ہیں۔ اگر غیر جانبداری آپ کی نظر میں ذرہ بھی اہمیت رکھتی ہے تو آپ یہ تسلیم کرنے پر مجبور ہو جائیں گے کہ آپ نے وہ سوالات نہ کیے جو بطور صحافی آپ کا فرض منصبی تھا۔ آپ نے شہباز شریف کو کھلی چھٹی دی کہ وہ اپنی بے منطق گفتگو اور بے ربط سفید جھوٹ آپ کے پروگرام کے ذریعے عوام تک پہنچا سکیں۔ کچھ صاحبان رائے کا ماننا یہ بھی ہے کہ اس سے زیادہ فرینڈلی انٹرویو شائد ہی پاکستان میں ممکن ہو ۔ حالانکہ بقول آپ کے اس وقت تک آپ خان صاحب کے حلقہ ارادت میں شامل تھے۔ 

مجھے آپ کا وہ کالم بھی بھلائے نہیں بھولتا جس میں آپ نے اپنا زور تحریر یہ ثابت کرنے پر صرف کر دیا کہ اسحٰق ڈار ایک ایسے عاشقِ رسول ہیں جن کے لبوں پر ہر وقت درود و سلام کے پھول کھلتے ہیں۔ آپ نے قارئین کو یہ باور کرانے کی بھی کوشش کی کہ اب پاکستانی عوام کے حالات بدلنے ہی والے ہیں کیونکہ اب ہمیں ایسا وزیر خزانہ مل گیا ہے جس پر عوام کی حالت بدلنے کے لیے دن رات کام کرنے کا جنون سوار ہے ۔ آپ نے بھول کر بھی یہ بھی انکشاف کرنے کی غلطی نہیں کی کہ یہ وہی وزیر خزانہ ہے جو ماضی میں شریف خاندان کے لیے منی لانڈرنگ جیسے جرم میں ملوث رہا ۔ آپ نے عوام کو یہ نہیں بتایا کہ ہمارا یہ وزیر خزانہ صرف اور صرف ٹیکس بچانے کے لیے اپنی جمع پونجی اپنے بیٹے کو بطور قرض حسنہ دے دیتا ہے ۔ بطور صحافی آپ کا فرض تھا کہ آپ اس طرف توجہ دلاتے کہ اسحٰق ڈار ایک چارٹرڈ اکاؤنٹینٹ ہیں ایک اکانومسٹ نہیں۔ اکاؤنٹنٹ کو اردو میں منشی کہا جا سکتا ہے جس کا کام حساب کتاب رکھنا ہوتا ہے۔ اگر آپ غیر جانبدار ہوتے تو یہ سوال اٹھاتے کہ ایک منشی معیشت کہ بہتری میں کس حد تک کردار ادا کر سکتا ہے۔ جبکہ آپ نے یہ ثابت کرنے کی کوشش کی کہ ایک مولوی ایک اچھا سرجن بننے جا رہا ہے۔ اسی کالم میں آپ نے نواز شریف کو درد دل کی دولت سے مالا مال انسان قرار دیا۔ آپ نے ان کو شرافت، عاجزی اور انسان دوستی کا ماؤنٹ ایورسٹ بنا ڈالا۔ آپ نے ایک واقعہ لکھا کہ کس طرح میاں صاحب نے صرف غصہ نہ آنے کی وجہ سے گاڑی رکوائی اور باہر نکل کر گرو و غبار سے اٹی زمین پر نوافلِ شکرانہ ادا کیے ۔ یہ کالم ٢٠١٣ میں لکھا گیا۔ اس تحریر کا ایک ایک لفظ عشقِ نواز کی صدا دیتا ہے۔ ایک سچے مرید کے دو مرشد نہیں ہوتے ۔ اگر ٢٠١٣ میں آپ نواز شریف اور اسحٰق ڈار کے مرید تھے تو آپ کے زیر بحث کالم میں اگست ٢٠١٤ تک عمران خان کے حلقہ ارادت میں شامل رہنے کا دعویٰ بے بنیاد ہے ۔ جھوٹ ہے ۔ آپ کی تحریر کا کھلا تضاد ہے۔ 

عمران خان نے کئی غلطیاں کی ہوں گی۔ اس کی شخصیت میں کئی خامیاں ہو گی سچ یہ بھی ہے کہ غلطیاں نواز شریف نے بھی کی اور زرداری نے بھی۔۔کیا شہباز شریف اور احسن اقبال خامیوں سے پاک ہیں؟ مگر اس بات سے کون انکار کر سکتا ہے کہ عمران خان دیانت دار ہے ۔ پر خلوص ہے ۔ وہ لکشمی دیوی کا پجاری ہے نہ بیرون ملک جائیدادوں کے خبط میں مبتلا۔ چودھری صاحب بتائیے، اگر آپ کے مکان پر کوئی قبضہ کر لے، تو آپ کیا کریں گے؟ آپ جا کر قابض سے مذاکرات کریں گے؟ آپ اس بدمعاش سے بولیں گے کہ بھائی یہ قبضہ غیر قانونی اور غیر اخلاقی ہے؟ آپ کی جائیداد پر قابض شخص آپ سے جواب میں یہ کہے کہ بھائی میں نے آپ کے مکان پر قبضہ تو نہیں کیا۔ یہ زمین تو اللہ کی ہے۔ میں تو صرف اس زمین پر مقیم ہوں۔ میں آپ کی لفظ قبضہ کی تعریف سے اتفاق نہیں کرتا ۔ اور اگر آپ یہ کہیں کہ نہیں آپ نے میرے مکان پر قبضہ کیا ہے تو اہل محلہ آپ پر الزام لگا دیں کہ چودھری صاحب کی ہٹ دھرمی، ضد، اور انا کے باعث مسئلہ حل نہیں ہو رہا۔ اس الزام پر آپ کے محسوسات کیا ہوں گے؟ ایمانداری سے کہیے کہ اس صورت میں آپ کا موقف کیا وہی نہیں ہو گا جو آج عمران خان کا ہے؟  

آپ فرماتے ہیں کہ خان صاحب کے ساڑھے پانچ مطالبات تسلیم ہو چکے۔ لہٰذا اب عمران خان کو ضد چھوڑ دینی چاہیے۔ لیکن آزاد ذرائع ابلاغ سے یہ بھی پتہ چلتا ہے کہ ساڑھے پانچ مطالبات تو بہت دور کی بات ، ایک مہینے کے مذاکرات کے دوران دھاندلی کی تعریف پر بھی اتفاق نہیں ہو پایا۔ میڈیا سے وابستہ لوگ یہ دعویٰ کرتے بھی نظر آتے ہیں کہ حکومت پہلے دن سے ہی مذاکرات کی کامیابی کے لیے سنجیدہ نہیں تھی۔ بلکہ حکومت چاہتی ہے کہ مظاہرین کو تھکا تھکا کر مارا جائے۔ مگر چودھری صاحب، معذرت کے ساتھ، تصویر کے اس رخ پر نظر ڈالنے سے تو آپ کے پر جلتے ہیں۔ چودھری صاحب بتائیے کہ کیا اس ملک میں ضد کا حق صرف شریف خاندان اور آپ کی ذات کو حاصل ہے؟ آپ وکالت تو شریف خاندان کی کرتے ہیں اور اس ضد سے بھی باز نہیں آتے کہ آپ کا حق پرست غیر جانبدار صحافی سمجھا جائے! کیا ضد میں عمران خان سے کم ہیں کیا؟

بغضِ عمران پر مبنی اس کالم میں آپ عمران پر فرد جرم عائد کرتے ہوئے الزام لگاتے ہیں کی خان صاحب نے غصے کو غیر شائستگی کا نیا پٹرول فراہم کر دیا۔ خان صاحب سے اختلاف رائے کا مطلب گالیاں ہیں۔ بجا فرمایا۔ مستند ہے آپ کا فرمایا ہوا۔ آپ چاہتے ہیں کہ آپ دن کو کہیں رات تو آپ کا قاری چاند ستارے دیکھنے لگے۔ آپ یہ کیسے بھول گئے کہ حالیہ سیاست میں غیر شائستگی متعارف کروانے کی سعادت عمران نے حاصل نہیں کی۔ شہباز شریف یہ مقدس فریضہ بہت پہلے انجام دے چکے۔ آپ کیسے بھول گئے شہباز شریف کے نعرے۔ وہ دن جب عالم دیوانگی میں ہر وقت چھوٹے میں یہی دھمال ڈالتے پھرتے تھے کہ  گو زرداری گو ۔ یہ چھوٹے میں ہی تھے جو یہ کہتے پھرتے تھے کہ زرداری کے گلے میں رسی ڈال کر مال روڈ پر گھسیٹوں گا۔ کیا کہتے ہیں چودھری صاحب، اس سے معاشرے میں شائستگی کا کلچر پروان چڑھا ہو گا۔ اس کو منافقت کے سوا اور کیا کہا جائے کہ شہباز شریف اگر ایک منتخب صدر کو علی بابا اور چالیس چور کہے تو اس سے معاشرے میں برداشت کو فروغ حاصل ہوتا ہے۔ اگر نواز شریف ججوں کی بحالی کے لیے لانگ مارچ کرے تو بہت اچھے۔ لیکن اگر تحریک انصاف اور عوامی تحریک اپنے مطالبات کی خاطر سڑکوں پر آ جائے تو جمہوریت کو خطرہ لاحق ہو جاتا ہے اور معاشرہ تباہی کے کنارے پر آ کھڑا ہوتا ہے۔ اگر کوئی آپ کے موقف پر ایمان لے آئے تو درست مگر کوئی آپ سے اختلاف کرتے ہوئے آپ کو شریف خاندان کا ترجمان قرار دے ڈالے تو وہ گالیاں بن جاتی ہیں۔ 

آپ نے عمران خان پر ملک کو لاقانونیت کی طرف لے جانے اور قانون کا رہا سہا بھرم ختم کرنے کا الزام بھی لگایا۔ لاقانونیت کی حکمرانی کا سوال آپ کو شہباز شریف سے اس وقت کرنا چاہیے تھا جب وہ آپ کے پروگرام میں رونق افروز تھے۔ مگر اس وقت تو آپ جھکی نگاہوں اور معصوم سوالات سے ہی پروگرام کی رونق بڑھاتے رہے۔ چودھری صاحب سچ تو یہ ہے کہ اس ملک میں قانون اور انصاف کے تابوت میں آخری کیل ١٧ جون کو ماڈل ٹاؤن لاہور میں دن کی روشنی میں ٹھونکا گیا۔ حکمرانوں کی ایما پر لاہور کی زمین کو معصوم انسانوں کے خون سے نہلا دیا گیا۔ مگر قانون ستو پی کر سو گیا اور انصاف نے لسی پی کر بے حسی کی چادر اوڑھ لی۔ چھوٹی چھوٹی باتوں پر نوٹس لینے والی عدالتیں ایسے غائب ہو گئیں جیسے گدھے کے سر سے سینگ۔ انصاف تو دور کی بات، ایف آئی آر درج کروانے کے لیے مقتولین کے ورثا کو مہینوں دھکے کھانے پھرے لیکن آپ کو قانون کی موت نظر نہ آئی۔ جوڈیشل کمیشن کی رپورٹ میں حکمرانوں کے ممکنہ کردار پر انگلی اٹھی تو مشرف دور میں گنجے کیے جانے والے رانا ثنااللہ فرماتے ہیں کہ رپورٹ لکھنے والے جج کے خلاف کاروائی کی جائے گی تو نظام انصاف کو لاحق خطرات آپ کو نظر میں نہیں آتے۔ رانا ثنا اللہ توہین عدالت کے مرتکب ہوئے یا نہیں یہ تو کوئی قانون دان ہی بتا سکتا ہے لیکن سوال یہ ہے کہ کیا اس سے ملک میں قانون کی حکمرانی قائم ہو گی؟ خدا لگتی کہی جائے تو سانحہ ماڈل ٹاؤن اور اس کے بعد جوڈیشل کمیشن کی رپورٹ کے بعد شہباز شریف کے پاس اقتدار سے چمٹے رہنے کا ہر گز کوئی جواز نہیں۔ اگر اس ملک میں جمہوریت، قانون، انصاف اور اخلاق کا کوئی وجود ہے تو شہباز شریف کو فی الفور مستعفی ہو جانا چاہیے۔ یہ بات عمران خان اور طاہر القادری کہیں تو ان پر ضدی ہونے اور 
معاشرے کو انارکی کی طرف لے جانے کا الزام لگا دیا جاتا ہے۔ 

جب سانحہ ماڈل ٹاون ہوا، پنجاب کے حکمرانوں کے ایک اشارے پر پنجاب پولیس کے بہادر جوانوں نے معصوم عوام کے خون کی ندیاں بہا دیں، بچوں، عورتوں اور بوڑھوں پر لاٹھیوں کی بارش کردی۔ پتھر سے پتھر دل بھی توبہ توبہ کر اٹھے۔ آپ نے اس سانحہ پر ایک کالم لکھا۔ اس کالم کا عنوان تھا، یہ گلو بٹ نہیں نفرت ہے۔ آپ کے اس کالم کے دو حصے تھے۔ پہلا حصہ شاتم رسول سلمان رشدی کے بارے میں تھا۔ آپ لکھتے ہیں کہ امریکہ سلمان رشدی کی حفاظت پر لاکھوں ڈالر خرچ کرتا ہے، اس کا گھر اور گاڑی بم پروف ہے، صرف اس لیےکہ امریکہ چاہتا ہے کہ عوام کے دل میں قانون کا خوف رہے۔ دوسرا حصہ ماڈل ٹاون کے بدنام زمانہ کردار گلو بٹ کے بارے میں تھا۔ آپ نے لکھا کہ "گلو بٹ نے جس انداز میں گاڑیاں توڑیں، یہ رویہ نارمل نہیں، یہ نفرت تھی، یہ گلو بٹ کی نظام، حکمرانوں، اشرافیہ اور گاڑیوں کے خلاف وہ نفرت تھی جو قطرہ قطرہ بن کر اس کے جسم میں جمع ہوتی رہی۔ جب اسے یہ نفرت اگلنے کا موقع ملا تو اس نے ڈنڈا اٹھایا اور گاڑیاں توڑ دیں۔" آپ مزید فرماتے ہیں کہ "آپ گلو بٹ کی فوٹیج کوبار بار دیکھیں، آپ کو اس ملک کے ہر غریب شخص کے اندر ایک گلو بٹ کھولتا ہوا ملے گا، یہ گلو بٹ بھی لاہور کے گلو بٹ کی طرح اس ملک میں تعیش کی ہر چیز کو نابود کر دینا چاہتے ہیں، بس یہ اپنے اپنے حصے کے 17 جون کا انتظار کر رہے ہیں۔ یہ جس دن اپنے حصے کے 17 جون تک پہنچیں گے، یہ بھی گلو بٹ ثابت ہوں گے۔''

آپ ضد کرتے ہیں تو مان لیتے ہیں کہ آپ کا قلم سچ لکھتا ہے، زبان صرف سچ کہتی ہے، آپ جابر حکمران کے سامنے کلمہ حق کہنے سے باز نہیں آتے۔ کہنا تو صرف یہ ہے کہ حضور آپ کی منطق بجا، آپ کا کہنا سر آنکھوں پر، مانا کہ گلو بٹ شہبازشریف کا پالتو غنڈہ نہیں تھا، یہ بھی مانا کہ گلو بٹ پولیس ٹاوٹ اور بدمعاش نہیں تھا، اسے شریفوں کی تھپکی نہیں تھی۔ مگر جناب، اجازت ہو تو ایک سوال کر لوں؟ آپ نے گلو بٹ پر تو پورا کالم لکھ مارا، لیکن اس کالم کے کسی کونے کھدرے میں بھی آپ ماڈل ٹاون میں ہونے والے قتل عام کی مذمت تک بھی نہ کر سکے۔ مانا مجبوریاں ہوتی ہیں، کچھ باتیں براہ راست نہیں کی جا سکتیں۔ مگر آپ تو آج کے سقراط ہیں، الفاظ اور تخیل کے بادشاہ ہیں، دبے لفظوں میں ہی مذمت کر ڈالتے، کسی آئندہ کالم میں ہی لکھ ڈالتے کہ ناحق خون بہایا گیا، اس قتل عام کی آزادانہ تفتیش کی جائے۔ مگر نہیں۔ آپ کو نہتی عورتوں، بوڑھوں اور جوانوں کا بہتا لہو دکھائی دیا نہ زخمیوں کی چیخیں سنائی دیں۔ آپ اپنے دفتر میں بیٹھ کر صرف یہی قوالی کرتے رہ گئے، میں حق لکھتا ہوں، میں سچ کہتا ہوں۔ 

آج کا بھیانک ترین سچ تو یہ ہے کہ آج پاکستان، اسلامی جمہوریہ شریفیہ بن چکا ہے۔ وہ تمام لوگ جن کے مفادات مملکت شریفیہ سے وابستہ ہیں ایک طرف ہیں۔ دوسری طرف وہ لوگ ہیں جو پاکستان کو اس قبضہ گروپ سے آزاد کروانا چاہتے ہیں۔ جہاں تک عوام کی اکثریت کا تعلق ہے تو اس بات پر اکثریت کا یقین اور اتفاق ہے کہ عمران خان مخلص، سچا اور دیانت دار راہنما ہے۔ اسلام آباد دھرنے کے دوران ڈیرہ اسماعیل خان، جہاں مولانا ڈیزل کے نام سے معروف مولانا فضل الرحمٰن کا ووٹ بھی رجسٹرڈ ہے، کے ایک ضمنی انتخاب میں تحریک انصاف کے امیدوار کی کامیابی اس کا روشن ثبوت ہے۔ گذشتہ ڈیڑھ سال میں عمران خان کے سیاسی کردار کا تجزیہ کیا جائے تو اس کو ضدی اور ہٹ دھرم کہنا اس کے ساتھ زیادتی ہو گی۔ آج نواز شریف جو بھی ہے، بہرحال آرمی کے گملے میں اگا ہوا ایک پودا ہے۔ جبکہ دوسری طرف عمران اپنی جہد مسلسل اور انتھک محنت سے موجودہ مقام پر پہنچنے والا سیاستدان ہے۔ 

آخر پر صرف اتنا کہنا چاہوں گا کہ اپنی تحریروں کی وساطت سے آپ نے خود کو اسلامی جمہوریہ شریفیہ کا وفادار ترجمان ثابت کرنے میں کوئی کسر نہیں چھوڑی۔ یہ بات کسی بھی شک سے بالاتر ہے کہ آپ اچھا لکھتے ہیں۔ مگر یہ بھی اپنی جگہ سچ ہے کہ آپ محترم عطاالحق قاسمی اور محترم عرفان صدیقی کی امامت میں اپنی صحافتی نماز ادا کرتے ہیں۔ میں آپ کا کالموں کا قاری تھا اور علم و دانش کے موتیوں کی تلاش میں آپ کی تحریروں کا قاری رہوں گا۔ تاہم جہاں تک سیاسی موضوعات کا تعلق ہے تو دیگر قارئین کی طرح یہ بات میرے علمی ایمان کا حصہ بن چکی ہے کہ آپ کا قلم رائےونڈ محل کے چشموں سے پھوٹنےوالے مقدس پانیوں میں غسل کے بعد لب کشائی کرتا ہے۔ میرے نزدیک آپ شریف خاندان کے ترجمان ہیں۔ آپ میرے لیے محترم ہیں اور رہیں گے۔ گذارش صرف اتنی ہے کہ غیر جانبدار لکھاری ہونے کی ضد اب چھوڑ دیجیے!

Why Youtube Is Actually Banned in Pakistan? The Real Reasons

There are two sides to every picture: the sentence is simple, declarative and apparently does not seem to have hidden meanings. The problem is that the devil is in the details. An examination of the affairs of the Islamic Republic of Pakistan leads us to two possibilities: either we have started believing that the practice of using religion for personal, financial and political gains is in fact the most sacred religious duty conferred upon us, or we believe that we are the only Islamic state in the world. People living in other Islamic states are just pretending. Though the government of Turkey, our brother Islamic country, seems to follow in our footsteps, it is miles away from being a ‘pure’ Islamic nation, like us. 

Since 2012, the government of a nuclear Islamic nation is afraid of a website. Official reasons in Pakistan, we all know, are never the actual reasons. Our previous government told the nation that Youtube hosts blasphemous videos and proudly announced that the site is restricted in our pure country. Indeed, the government thought it was not the video rather Youtube itself that hurt the sacred feelings of pure Muslims. So it kicked the hornet’s nest and the PPP government became certain of its place in the VIP quarters of paradise. Once in opposition, however, it found another way to serve the nation as a humble student of reality. Shazia Marri, PPP parliamentarian, submitted a resolution to lift the ban on Youtube immediately saying that since the people were using the website through proxies there is no point in a ban. Here we see that her demand to remove the ban on Youtube was not based on principle, rather on the absurdity of the ban itself. Proxy websites are not an invention of today and information technology is developing at a faster rate than that of our politicians’ capacity to process the ongoing changes in internet life.

Had the PPP government realised this fact, it would not have banned the video sharing website but would have tried to find another solution to block access to the blasphemous video. Even if a ban was necessary, it should have been temporary, to cool down flared sentiments. The current government indeed could find other solutions to block access to the allegedly ‘blasphemous’ movie, but since taking power it has been operating on punishment mode. To make people believe that the government exists, something needed to be done, so it decided to continue the ban and establish its writ. The Taliban might issue a certificate saying that the PML-N leadership shall get the same VIP treatment in paradise as the PPP. Maybe the Sharif-led government thought that lifting the ban would make religious extremists furious and bring them out on the streets. They may have forgotten that once our pure Muslims brothers are on the roads and streets, they consider it their religious duty to loot shops. Any property that cannot be looted, they set on fire. It should have refused to be blackmailed and talked directly to their mysterious masters.

Banning Youtube in the name of Islam is no different from the practices of the Taliban, who mask their criminal activities with sharia. The ban on Youtube is, in fact, only to deprive people of their constitutional right to access information and express their opinion freely and independently. Mr Sharif has a proven tendency towards civil dictatorship and wishes to keep media and state institutions under his thumb. In his last tenure he unsuccessfully tried to crush a media group and the Supreme Court (SC) was attacked by his party’s hoodlums. After passing the so-called Protection of Pakistan bill in the National Assembly, he once again proves that everything changes except the nature of man. To keep the media on his side, he continues to reward journalists with offices and ambassadorships. 

YouTube, on the other hand, is difficult to control but easy to block. Even if we believe just for a moment that the site is restricted due to a specific blasphemous video, if it was not in the interest of the government to chain Youtube, the Pakistan Telecommunications Authority (PTA) could block the video links. Now, assume again that the PTA technicians were not able to block the links and to completely chain the site was the only option. Even in this case, the government should have lifted the ban when Google removed the video under the orders of a US court. Or, at least when Shazia Marri submitted the resolution to lift the ban, the matter should not have been delayed. So we are left with nothing else to believe except that for some unknown reason our democratic governments feel threatened by the exercise of free expression in the country, as it is by the establishment of local government institutions. 

The local government system plays a vital role in strengthening democratic norms among people. It allows people to set their agenda and decide how to distribute economic resources. It empowers the masses. However, it also means that in the presence of local government institutions, politicians in Lahore and Islamabad will not receive development funds and new leadership will emerge from these institutions. Hence there are unlimited hurdles in the way of local government. 

The internet has given people a new level of freedom and a higher degree of access to information. YouTube is not just a video sharing website, it is a platform. In addition to entertainment, it also offers a great deal of knowledge. If you wish to enhance your computer knowledge, it is there to help. If you wish to listen to Islamic scholars, you can do so. It is not just a website but a multimedia library. It has a great number of videos about computer programming, software development, current affairs, technology and other topics. Therefore, the ban is as illogical as Ishaq Dar’s statement that the mysterious arrival of $ 1.5 billion in the national treasury was a gift with no strings attached. 

Realistically speaking, it is nonsense to ban any website. There are proxy websites that are specially developed for people living in countries where the internet is censored. Smartphones are full of free applications that help unblock sites. Some are specially programmed for YouTube. Our government can learn from the example of Turkey where the government blocked Twitter and by the evening of the same day people found ways to continue tweeting. If a government cannot implement a decision, there is no point issuing the orders and becoming a laughing stock. However, even if our politicians and religious scholars are really concerned about the presence of blasphemous material in cyberspace, banning the sites and chaining the internet is illogical. Instead, with logic and argument, our scholars should talk and convince the global community, representatives of our government should raise the issue at the international forums like the United Nations and work with the world to discourage and control blasphemous material. However, since that requires lots of hard work and does not offer material gain neither our government nor our scholars will do anything in this regard. Let us hope that soon the day will come when the internet will truly be free and YouTube unchained.

Freedom of expression is as central to a democratic society as the Sharif family is to the PML-N. It is the essence of any democratic system and thus enshrined in the Constitution of Pakistan. Practically, it seems to be the last thing our governments and leaders care about. This is the only item of the agenda where major political parties find themselves on the same page; the less the people have the opportunity to express their thoughts freely, the better.

But, the problem with the democratic system of the government is that it needs certain ingredients to prosper. It is the dialogue among horizontal and vertical layers of the society which brings different groups and classes in harmony to achieve common objectives. An effective dialogue can not occur if the participants do not have a chance to share views without any fear.

For an effective dialogue among various layers of the society, freedom of speech and expression is a primary requirement, among others. If we take into account continuous and repetitive attacks on media personalities and opinion makers, it is no secret that speaking the truth and expressing an opinion is becoming more and more difficult. During the PPP government, under the visionary leadership of Mr. Zardari, the fundamental human right of expression and speech was badly exposed to the Talibanized justice.

During the tenure of the last government, standards of cowardice reached new and record heights. Unlike the current government , it was very focused and clear headed. It had one point agenda, to complete its tenure for five years. The rest, country included, could go to hell. And it did.

Salman Taseer, former Governor of Punjab, had a personality quite opposite to most of his fellow politicians. He was bold, outspoken, visionary and brave. He had his own opinion and was never shy to share it. Like the majority of educated Pakistanis his understanding of Zia’s introduced laws, under Islamic labels, was different from those of extremist outfits. But, unlike most of the Pakistani intelligentsia, he said it loud and clear. In addition he went out of the way to support a Christian lady, who was charged with blasphemy, but in fact seemed innocent to him. When his own bodyguard showered bullets on him and took his life, the PPP leadership was completely lost. His killing in January 2011 was followed by the murder of Shehbaz Masih, Minister for Minority Affairs. Both these people could have been heroes for the party which would have steered the course of events in the right direction, but the party leadership threw these high profile sacrifices in the dust bin, completely surrendered before extremists and became focused on its single point agenda. Thus, at the end of the five year term, freedom of expression and speech was already in a critical stage and on a ventilator.

In the general election of 2013 the soul of the PPP took the body of the PML-N, which emerged as victorious. The first thing the Nawaz led government did was to renounce all promises made during the election campaign. Then, it shook hands with enemies of any sort of freedom and removed freedom of speech from the ventilator. The patient succumbed to death immediately. The authorities might have recorded the time of death, but it was not communicated to the general public which still believes it to be alive. This corpse now lies in some unknown morgue in Lahore. In the darkness of an unmarked night the coffin of freedom of speech will be interred deep in the soil. The nation is proud to be blessed with a free and awake media, but still no one knows who gave 1.5 billion dollars to Pakistan and why. Thus, in all likelihood, the nation will never know when the death of freedom of speech occurred, the time it was buried and where.

The incumbent family dictatorship, which insists on being considered a legitimate democratic government, came into power facing major challenges such as terrorism, religious extremism, power shortage, rising inflation and unemployment, all requiring immediate measures. To curb terrorism and improve the law and order situation in Karachi the government came up with its best policy of action, do nothing at all. Then, it started operations in Karachi. To this day, both the operations and killing of innocents is going hand in hand. To tackle extremism and the Talibans, it came up with another excellent policy; beg terrorists for talks. Now both sides are playing at negotiations to arrive at already obvious results. If the government does not want to live with such paradoxes, then the question it is facing is quite simple. Can we allow any person or group to use force to impose their so called Islam on a population of 180 million?

However, like its predecessors, either our political leadership lacks the guts to address ruthless challenges or it is pondering on how to benefit from a Talibanized state. Our religious leadership, on the other hand, is doing even worse. The nation is facing a direct threat to its existence of integrity, while our scholars of the Islamic Ideological Council are telling husbands that they do not need to seek permission from the first wife to re-marry. In addition, IIC also says that Islam does not put an age limit for the marriage of a girl. And, in the name of Islam, we are being forced to accept such interpretations as they are. Any question or difference of opinion can put us on the wrong side.

If our leadership is in a confused state then the Taliban and their sympathizers, quite clear about their objectives, are constantly moving forward to materialize the differences between civil and military relationships and to divide the nation further. Those scholars who differ with the Taliban’s interpretations of Islam and whose opinion mattered have either left the country or been killed. Those who still live in Pakistan are under threat, like writers, media and politicians. At this moment only those who express the same values and ideas as the Talibans remain safe.

At the start of this year, in January, the famous columnist and playwright Asghar Nadeem Syed was attacked. He received two wounds, but survived. Some days ago, unknowns fired on the car of a famous TV anchorman and senior analyst, Raza Rumi. His driver succumbed to injuries and his bodyguard, although injured, survived the attack. Very "active after incident" chief minister Punjab Shehbaz Sharif asked for the report of the event, but it is an open secret that the report will be lost under an unattended pile of waiting reports, and the murderers will never be caught. However, the message for other writers is loud and clear; if they revisit their views they could be the next target.

To ensure the free expression of opinion is a sacred duty of every democratic government. While interring the coffin of dialogue and freedom of speech deep in the ground our rulers today must not forget that sooner or later the fire will reach their bodies too. The government of the PPP refused to learn this. If they had then today the son of Yousuf Raza Gilani, former PM of Pakistan, would not be under arrest by extremists, and Bilawal Bhutto, chairperson of PPP, would not have had to cancel his visit to Lahore. Benazir Bhutto used to say that democracy is the best revenge. Our current rulers have the chance to learn from other's mistakes and respect the democratic norms. If they refuse, democracy will take its revenge.
